J. William (Bill) Caldwell, P.E.
Principal

Mr. Caldwell is principal of Independent Power Associates (IPA) an energy consulting and technical services firm.  He has over thirty years experience as an engineer and consultant in cogeneration, independent power plants, utility power plants and industrial facilities.  His background includes power plant operations, maintenance, technical training, field engineering, and project management.

As an energy consultant, Mr. Caldwell has provided consulting services for several power generation facilities, including nuclear, gas turbine, combined cycle, Cheng cycle, biomass, geothermal and reciprocating engine technologies.  He has technically supported the development of IPP projects in Asia and Central America. Since 1987, his staff has been contracted to perform all engineering and maintenance services for United Airline's 30 MW cogeneration power plant at San Francisco International Airport.

Prior to founding IPA, Mr. Caldwell was a principal of Independent Power Services, Inc., and co‑founder and Vice President of Eneract Management Services, Inc. (EMS), an engineering consulting firm employing over sixty professional and technical facility management specialists.  At EMS, he led the company into the independent power service market.  During that time, he managed startup, operator training, and field services for over two dozen cogeneration and independent power facilities.

Mr. Caldwell's professional career also includes a position as Lead Senior Engineer in the Management Services Division of Impell Corporation, where he provided consulting services to the power industry. Before joining Impell, Mr.Caldwell was employed in a technical capacity at Dresser Industries and Stanford Linear Accelerator Center. He was also qualified as Engineering Watch Supervisor and Reactor Operator in the Navy nuclear power program.  He holds a Bachelor of Science degree in Mechanical Engineering from Stanford University and is registered in the State of California as a Professional Engineer in Mechanical Engineering.

Mr. Caldwell is the author of several technical publications and has conducted numerous cogeneration industry seminars throughout the United States and Europe.  He is a past Director of the Western Turbine Users Inc. (WTUI), and holds memberships in the Association of Energy Engineers (AEE), and the American Society of Mechanical Engineers (ASME).
